Becoming a "spotlight" recipe (in the top banner) is as simple as making sure you have a pic that's big enough and waiting for enough people to vote. If you are unsure of whether the pic is big enough, the best thing to do is simply upload the pic again by editing your recipe.
On your own pages (e.g. www.opensourcefood.com/people/myname) it will always show YOUR featured recipes in the page header, unless none can be found (i.e. not enough votes or the pics are too small) :(
